Summary: The Centre were engaged by Gwydir Shire Council (Council) to undertake a Data Envelopment Analysis (DEA) for Council and surrounding councils in light of the recent local government reform (Fit for the Future) and the Independent Pricing and Regulatory Tribunal (IPART) Assessment of Council Fit for the Future Proposals report. A DEA is a sophisticated tool available to analysts for producing a robust empirical estimate of the likely efficiencies resulting from proposed amalgamations. It allows for: • An assessment of technical efficiency • An assessment of scale, and • An assessment of the effect of scale on efficiency.
