Summary: The project consists of two phases: • Phase 1: undertake analysis of recent trends in the Extended Medicare Safety Net (EMSN) and Medicare use, expenditure/benefits, provider fees and patient out-of-pocket (OOP) costs, including recommendations on potential options for reform based on the analysis. • Phase 2: undertake analysis of provider fee-charging behaviour and how this affects the EMSN benefits their patients receive, patient’ OOP costs and access to care.
