Summary: This is a proposal and quote for a review of a cost-benefit analysis undertaken in March 2023, regarding options to expand the scope of containers eligible for a refund under the Queensland Container Refund Scheme. This review will assess and document the scope and boundaries of the costs and benefits included in the analysis, and the processes and logic which have been used to assess the costs and benefits to society as a whole, including the costs and benefits to different stakeholder groups.
