Summary: The Department seeks an independent review of the Product Stewardship (Oil) Act 2000 (the Act), its operation, and effectiveness. The Act supports the Product Stewardship for Oil Scheme (the Scheme) which protects the environment by encouraging the reprocessing of approximately 300 megalitres of waste oil rather than burning or release into the environment. The Scheme charges a levy on lubrication oils or greases imported into or produced in Australia (through excise or tariffs) of and allows the claiming of benefits (based on the level of reprocessing) of up to 50c a litre through the ATO. Prior to the introduction of the Scheme, there was no oil recycling taking place in Australia, but the Scheme has supported the establishment and growth of infrastructure and volumes to the current level.
