Individuals are being exposed to a great number of toxic substances at work, in the home, and in the environment at large. The problem of optimal control of such substances is currently one of high priority for environmental authorities in a number of countries. As the welfare effects of environmental policy cannot be determined in the absence of estimates of the benefits of increased longevity, the question arises as to what the economist can contribute in this respect. This paper argues that the major method used to measure the benfits of life-saving has limited usefulness in the context of environmental policy assessment. It advocatess use of an alternative approach which promises to yield fairly precise measures of the economic values of the reduced mortality rates expected to follow regulatory controls on toxins. -Author
