This paper assesses the relationships between the viability of the tourism industry and willingness to pay for aesthetic aspects of environmental quality. Incentives to provide high-quality tourism are limited given asymmetric information, adverse selection and positive search costs, with implications both for the sustainability of the tourism industry and for environmental sustainability more broadly defined. An econometric model is estimated in which willingness to pay is captured using resort rents and related to aesthetic quality, after controlling for service levels. A negative relationship is found. Some policy issues are assessed, focusing on the implications for tourism as an engine for sustainable development.

AbstractOpinion of geological experts is often formed despite a paucity of data and is usually based on prior experience. In such situations humans employ heuristics (rules of thumb) to aid analysis and interpretation of data. As a result, future judgements are bootstrapped from, and hence biased by, both the heuristics employed and prior opinion.This paper reviews the causes of bias and error inherent in prior information derived from the probabilistic judgements of people. Parallels are developed between the evolution of scientific opinion on one hand and the limits on rational behaviour on the other. We show that the combination of data paucity and commonly employed heuristics can lead to herding behaviour within groups of experts. Elicitation theory mitigates the effects of such behaviour, but a method to estimate reliable uncertainties on expert judgements remains elusive.We have also identified several key directions in which future research is likely to lead to methods that reduce such emergent group behaviour, thereby increasing the probability that the stock of common knowledge will converge in a stable manner towards facts about the Earth as it really is. These include: (1) measuring the frequency with which different heuristics tend to be employed by experts within the geosciences; (2) developing geoscience-specific methods to reduce biases originating from the use of such heuristics; (3) creating methods to detect scientific herding behaviour; and (4) researching how best to reconcile opinions from multiple experts in order to obtain the best probabilistic description of an unknown, objective reality (in cases where one exists).

AbstractWe examine ownership structures and corporate governance attributes of 313 Australian initial public offerings (IPOs) between 1976 and 1993 and their relation with up to 5 years of post‐listing operating performance, adjusted for similar (non‐IPO) firms. Consistent with prior share price‐based evidence, we find that the operating performance of Australian IPOs typically deteriorates over the first 4 post‐listing years. Any evidence of a positive association between insider ownership and firm performance is confined to the fourth and fifth years after the IPO. Evidence of a positive relation between institutional ownership and performance is restricted to the latter part of our 5‐year post‐listing window. Board composition (i.e. outsider versus insider control) is not associated with operating performance, although there is some evidence that independent board leadership is associated with better operating performance.

The present paper examines one set of potential reasons for the paradox as to why so few firms have adopted activity-based costing (ABC) despite the demonstrated benefits of this costing system. A cross-sectional survey of Australian firms is used to examine the influence of seven technological and organizational factors on firms' initial interest in ABC and their decision to adopt it or not. The organizational factors of top management support, the support of an internal champion, and organizational size were shown to be associated with initial interest in ABC. The decision to adopt or reject ABC had one organizational factor associated with it, the support of an internal champion. © AFAANZ, 2004.

This article is concerned with the role of international law in the protection of the natural environment 1 during armed conflict. It is an issue that last attracted the worlds attention in 1991 when Iraq released enormous quantities of oil into Kuwait and the Persian Gulf as part of its tactics in the first Gulf War (Gulf War I). 2 We now approach the issue following a second war in the Gulf (Gulf War II), in which the environmental damage appears to be less than in 1991, but still significant. 3 Although there was no repeat of the devastating oil pollution of 1991, damage from Gulf War II included atmospheric pollution from oil fires, 4 depleted uranium contamination, 5 damage to fragile desert ecosystems 6 and water pollution from disrupted waste management systems.

For the past decade, project organization has become increasingly central to management and organization studies, particularly as these seek to discern the contours of post-modern organizations. Yet, these contours frequently seem to be sighted without bearings on the current realities of project management. In this paper we take such bearings, using data derived from detailed qualitative, ethnographic enquiry into the experience of project management. From this data we construct the contours of project management more sharply. Rather than being a harbinger of an autonomous and more democratic future, free from extant bureaucratic organization controls, we find that project management has distinct modalities of control that we outline in the paper: reputational, calculative, and professional. Indeed, rather than foreshadowing a future transformational form, we find traces of a much older design: that of de Tocqueville.

We review recent policy initiatives in Australia, such as corporate governance reporting requirements and innovations in defining directors' roles and responsibilities, and argue that such initiatives are often premised on overly simplistic models of the role played by directors. The role and effectiveness of directors vary according to the economic activity of the firm; hence, uniform guidelines for board composition, for example, are unlikely to be economically desirable. Likewise, statutory definitions of directors' duties are unlikely to be effective unless they allow for directors' roles to vary according to circumstance. Conversely, broad legal definitions will be problematic because of uncertainties in judicial interpretation.

Dynamical systems with components whose sizes evolve according to multiplicative stochastic rules have been recently combined with entry and exit processes. We show that the assumptions usually made in modeling exits are at odds with the available evidence. Power law behavior is an emerging property of many economic models. In this paper we emphasize the fact that power law distributions are persistent but not time invariant. In fact, the scale and shape of the firms' size distribution fluctuate over time. In particular, on a log–log space, both the intercept and the slope of the power law distribution of firms' size change over the cycle: during expansions (recessions) the straight line representing the distribution shifts up and becomes less steep (steeper). We show that the empirical distributions generated by simulations of the model presented in Ref. 11 mimic real empirical distributions remarkably well.

We study the size distribution of business cycles phases, that is expansions and contractions, for a sample of 16 industrialized countries over 120 years. We find that the best-fitting distribution for both expansions and contractions is Weibull, meaning that business cycles possess a characteristic scale. Furthermore, we discuss how parameters estimates can be used to make inference on the probability a typical episode ends, that is on what economists call turning points.

Techniques such as multiplier analysis and Input-Output analysis are still very commonly used to make estimates of the economic impact of changes in tourism expenditure. These techniques have serious limitations, and as a result, alternative techniques have been developed to address the problems. Computable General Equilibrium (CGE) models are now extensively used, especially in Australia, the UK, the US and Canada, to estimate economic impacts of a wide variety of changes and policies, across most sectors. CGE techniques have been used in the tourism context, but so far, not extensively. Economic evaluation in tourism thus fails to achieve best practice. The paper presents arguments in support of CGE modelling as the preferred technique in analysing the economic impacts of tourism, and discusses its potential to drive future research in this area that is more relevant to real world tourism destinations. © 2003 Elsevier Ltd. A model is developed to capture the main elements of competitiveness highlighted in the general literature, while appreciating the special issues involved in exploring the notion of destination competitiveness as emphasized by tourism researchers. Associated with the model is a set of indicators that can be used to measure the competitiveness of any given destination. These indicators, comprising both objective and subjective measures, were identified from the major elements comprising the generic destination competitiveness model and also from discussions at workshops held in Korea and Australia in 2001. This article has three major objectives: to display a model of destination competitiveness that identifies key success factors in determining destination competitiveness; to display the findings arising from the application of factor analysis to survey data collected in a study of Australian and Korean tourism industry stakeholders; to explore issues for further research arising from the study.

With the China stock market data from July 1997 to December 2000, and making use of Fama-French regression and dynamic portfolio approach, obvious effects of trading volume, ratio of A-shares to total shares, size, and book-to-market value ratio etc, are found in China stock market. The effects have close relations, and can't be explained by the market beta value. But if two other factors, size factor and book-to-market value factor are added, the three-factor model of Fama-French can explain all these effects quite well.

This study examines the value of audit quality in the capital markets setting. We argue that higher quality auditors are associated with lower post-earnings announcement drift (PEAD). Results show that clients of brand name auditors exhibit lower PEAD than small auditors, but only weak auditor industry specialist effects are identified. PEAD also differs for clients of individual Big 6/5 auditors, with clients of the smaller Arthur Andersen and Deloittes exhibiting greater PEAD, consistent with the DeAngelo (1981) size hypothesis. Finally, PWC exhibits higher PEAD in 1998, suggesting market uncertainty about quality implications of audit market structural change.

This article suggests that the concept of organizational boundaries evokes a spatial metaphor. While the scant literature exploring the social geography of organizational life has pointed to the powerladen nature of spatiality, it does so only within the workplace. Our article maintains that the very boundary separating the inside from the outside of organizations is an equally important instrument for controlling labour. In light of the permutations that this boundary is currently undergoing, a field study is presented identifying aspects of a culture management programme aimed at significantly reorganizing the meaning of the inside/outside spatial divide among call-centre employees. This entailed a two-way process in which typically ‘private’ spatial practices are drawn into the site of production and organizational norms are encouraged outside work. The implications that these techniques have for employee autonomy are raised as important concerns.

This article critically addresses the claim that there has been a striking growth in ‘knowledge work’ in advanced economies. Using the Australian Bureau of Statistics Labour Force Survey, we examine occupational change from 1986 to 2000 to evaluate the support for this claim. Researchers have usually relied on aggregate level data to justify the presence of a burgeoning knowledge-based workforce, but we contend that we must ‘get below the surface’ of the major occupational groups by disaggregating the data. This enables us to demonstrate that a substantial component of the apparent growth in knowledge work is accounted for by an increase in low-level information handling occupations rather than by a growth in knowledge work as it is commonly conceived. The article then develops an interpretive framework that makes sense of the data in a manner that avoids both over-estimating the prevalence of the ‘knowledge worker’ and underestimating the knowledge-related activities in jobs commonly considered to be low-skilled and bereft of important competencies.

By employing exhaustive lists of large firms in European countries, we show that the upper-tail of the distribution of firm size can be fitted with a power-law (ParetoZipf law), and that in this region the growth rate of each firm is independent of the firm's size (Gibrat's law of proportionate effect). We also find that detailed balance holds in the large-size region for periods we investigated; the empirical probability for a firm to change its size from a value to another is statistically the same as that for its reverse process. We prove several relationships among ParetoZipf's law, Gibrat's law and the condition of detailed balance. As a consequence, we show that the distribution of growth rate possesses a non-trivial relation between the positive side of the distribution and the negative side, through the value of Pareto index, as is confirmed empirically.

Real estate investment trusts (REITs) are viewed as low risk/low return stocks that exhibit defensive stock characteristics. The stock market decline of October 1997 provides all excellent opportunity to examine the riskiness of REITs during high levels of market uncertainty. We find that the decline in REIT stock values was about one-half as large as the decline of non-REIT stocks. Additionally, market uncertainty on the event day was shown with all increased bid-ask spread for all stocks. On the following day when the market decline was partially reversed, the bid-ask spreads continual to increase for non-REIT stocks, but declined for REIT stocks. This suggests that REITs, like defensive stocks in general, are less prone to significant declines during market-wide disturbances. Also, we order stocks based on the standard deviation measures of risk and show that this risk measure explains the cross-section of returns for non-REITs but is not valid for REITs.

In 2000, the Australian Senate disallowed two paragraphs of the accounting standard AASB 1015 Acquisition of Assets, an unprecedented action that sent shockwaves through the business community. As a consequence, a legal dispute erupted between ASIC and MYOB Limited in relation to the application of the disallowed paragraphs, culminating in a recent decision in the Victorian Supreme Court. This paper describes the circumstances surrounding the Senate's decision and the ensuing legal action taken by ASIC against MYOB. It discusses the implications for accounting standard‐setting in Australia, and the process by which an accounting standard is made by the AASB and may be disallowed in whole or in part by parliament.

Self-similar models are largely used to describe the extinction rate of biological species. In this paper we analyse the extinction rate of firms in eight OECD countries. Firms are classified by industrial sectors and sizes. We find that while a power-law distribution with exponent close to 2 fits the extinction rate very well by sector, a Weibull distribution is more appropriate if one analyses the firms size.

In the Australian Medicare system, general practitioners (GPs) are paid on a fee-for-service basis. A practitioner can choose to bill the government directly (termed bulk billing) and receive 85% of a regulated fee as full payment. Bulk billed consultations are free to the patient. However, GPs are free to charge above the regulated fee. The patient can then claim a rebate from the government but only the equivalent of 85% of the regulated Medicare fee. Such co-payments for GP consultations cannot be covered by private health insurance. In the ten years following the introduction of Medicare in 1984, the bulk billing rate for GP consultations steadily increased to 84%. Since then the rate has fallen to below 68%. In April 2003 the Minister for Health announced a reform package under the title A Fairer Medicare which aimed, among other things, to increase the availability of bulk billing for some patients. A key feature of the proposal involved changes to the way that GPs are reimbursed. Following political opposition that would have prevented it passing both houses of the federal parliament, a revised version, MedicarePlus, was released in November 2003. This paper describes the factors influencing a GP's choice to bulk bill and examines the two proposals, in this context.

In this article, we reflect on architecture and management and organization theory, in terms of their mutual implications. We focus especially on a tacit implication in mainstream organization theory, which has an architectural genesis. In the past, management has been largely undergirded by a Cartesian rationality, one seen most clearly in the argument that structure follows strategy. Architecturally, this Cartesianism is present in the injunction that form follows function. Criticizing this point of view, we argue that organizations should be thought of as material, spatial ensembles - not just cognitive abstractions writ large. Linking space and organization in this way, we reflect on the power that every spatial organization necessarily implies, both in negative and positive terms. After examining existing approaches to this issue, we discuss some positive power implications for management. We introduce the concept of the generative building that, instead of being a merely passive container for actions happening in it, contributes positively towards an organization's capacities. We conclude with a reflection on the impact of the generative building on management and processes of organizing.

Christensen's Theory of Disruptive Technologies predicts that mainstream organisations and industries can be made obsolete by new technologies that change the whole paradigm of the industries in which they operate. This paper demonstrates the relevance of the theory of disruptive technologies to academic libraries, higher education and the academic publishing industry. The way universities are organised and how they operate could change radically; scholarly communication could be transformed, placing academic publishers at risk; academic libraries may become irrelevant as new business models emerge. There are strategies that these organisations might adopt to limit the effect of such technologies and/or preferably transform them into sustaining technologies.

AbstractIn this response we start by highlighting the key area of agreement between the commentaries and our original paper: if there is uncertainty regarding which alternative will be chosen, in a DCE or in the real world, then the compensating variation as modified for discrete data by Small and Rosen is the appropriate method of deriving welfare measures from DCEs. Both commentators point out circumstances in which the method traditionally used in the health economics arena may be consistent with the compensating variation. We show that these circumstances require a number of potentially unrealistic and ad hoc assumptions, and argue that using the traditional method could produce erroneous welfare estimates if these assumptions fail to hold in practice. We show that the compensating variation method can accommodate each of the special cases raised by the commentators and therefore is the more general and appropriate approach to deriving welfare measures from DCEs. We also respond to issues raised regarding the estimation of DCEs in general and our application to asthma medication in particular. Copyright © 2004 John Wiley & Sons, Ltd.

AbstractDiscrete choice experiments (DCEs) are being used increasingly in health economics to elicit preferences for products and programs. The results of such experiments have been used to calculate measures of welfare or more specifically, respondents' ‘willingness to pay’ (WTP) for products and programs and their ‘marginal willingness to pay’ (MWTP) for the attributes that make up such products and programs. In this note we show that the methods currently used to derive measures of welfare from DCEs in the health economics literature are not consistent with random utility theory (RUT), or with microeconomic welfare theory more generally. The inconsistency with welfare theory is an important limitation on the use of such WTP estimates in cost–benefit analyses. We describe an alternative method of deriving measures of welfare (compensating variation) from DCEs that is consistent with RUT and is derived using welfare theory. We demonstrate its use in an empirical application to derive the WTP for asthma medication and compare it to the results elicited from the method currently used in the health economics literature. AbstractRecent changes in Australia, such as the new public management and national competition policy, have affected the way that human services are provided and have complicated the role of volunteer coordinators. However, because volunteers are free to choose their level of contribution, it is the volunteers' perspective that is the ultimate yardstick against which their coordination is assessed. The aim of the research examined here was a deeper understanding of women volunteers' and their coordinators' views of their work. The research was conducted within a qualitative paradigm, employing individual and focus group interviews. The analysis identified eight areas of concern for volunteers around their management. The analysis of the coordinators' interviews revealed three coordination styles—horizontal, nurturing, and managerial—of which the managerial was most in conflict with the volunteers' perspective.

Australia, New Zealand and Romania have all fully adopted polymer (plastic) banknotes, and another 18 countries have issued at least one polymer note. The invention of polymer banknotes in Australia was motivated primarily by concern about counterfeiting. However, this paper shows that the transition was economically advantageous. In Australia direct-to-consumer (DTC) advertising of prescription medicines is currently not permitted. Despite a government report that did not recommend a change, pharmaceutical companies have continued a campaign for the ban to be lifted, resulting in strong opposition by doctors and consumer groups. This exploratory study aims to discover the attitudes of a sample of Australians towards the advertising of prescription medicines before any possible (or probable) changes takes place. A survey of 619 people was undertaken and four factors were discovered: (I) information; (II) quality; (III) credibility; and (IV) price. Comparisons were also made to determine whether there were any differences in attitudes based on gender or age. From these results some issues relating to DTC advertising will be discussed. © 2004, Advertising Association.

This article examines the empirical connection between social capital and attitudes to issues of ecological sustainability within the community of Broken Hill. More specifically, it focuses on the empirical link between the way people think and act towards other people within the community and the way they think and act towards the environment. This relationship is tested using the results from a questionnaire survey. The results indicate that attitudes to the environment form a coherent factor that is distinct from the social capital factors, but is nonetheless related to the higher order factor. Those with stronger social capital scores have more positive attitudes to the environment. The implications for environmental policy and the potential for grassroots action are examined in the concluding discussion.

Trust, rather than being simply a resource for establishing collaborative relationships between organizations, is an essential component of their constitution. At base, trust involves interpersonal relations of a specific type. These are relations where there is sufficient probability that a person or organization with whom one is in contact will perform an action that is beneficial, or at least not detrimental, for one to consider engaging in some form of cooperation with this person or organization in the future. Trust establishes situations in which participants in collaboration have a long-term and recurrent relationship. Where trust exists, organizations are more willing to collaborate with other organizations on a more reciprocal basis. Trust is especially important when collaboration takes place between competitors because the risk of opportunistic behaviour is higher. Where organizations share resources and information openly with other participants they will seek to reduce opportunistic behaviour through the mutual understanding and goodwill of parties. However, trust is not static; it is a dynamic process that evolves according to the development of the relationship, as one in which the more long-term the relationship, the greater the trust. We examine whether the provision of nonaudit services (NAS) by incumbent auditors is associated with a reduction in the extent to which earnings reflect bad news on a timely basis (that is, news-based conservatism). Reduced conservatism is expected to occur if relatively high levels of NAS result in reduced auditor independence and ultimately, lower-quality auditing. Because client-specific demand for NAS is expected to vary, our proxy for the auditor-client economic bond is the extent to which NAS purchases (relative to audit fees) are greater or less than expected. Using several different methods for identifying news-based conservatism, we consistently find that higher than expected levels of NAS are not associated with reduced conservatism. This result is robust to allowing for endogenous NAS demand, as well as several explicit factors that may be associated with differences in conservatism. Similar conclusions arise from tests that use alternative measures of the economic bond between auditors and their clients, as well as in tests confined to either The Big 6 or non-Big 6 audit firms. Our results are consistent with factors such as market-based incentives, the threat of litigation, and alternative governance mechanisms offsetting any expected benefits to the audit firm from reducing its independence. We therefore conclude that recent legislative intervention aimed at restricting the supply of NAS is unlikely to result in increased independence in fact, although independence in appearance may be improved

Using PPW and GT, two benchmark portfolios and three-factor model, we find CAPM lacks efficiency and its more proper t0 use multifactor models. The funds havent exhibited significant selectivity ability in the whole sample period. But they exhibit superior securities selectivity in a bullish which may attribute to the excess return of policy.

In a constantly changing and increasingly globalized world, religion still plays a significant role in influencing social and consumer behavior. This study will analyze what influence religion and intensity of belief has on attitudes towards the advertising of particular controversial products and services. A questionnaire was distributed to 1,393 people across six different countries and resulting in samples of four main religious groups. The results indicated some statistically significant differences between the groups, which can have important implications for global marketers.

As resistance to change is primarily an emotional reaction to change, the study of emotions and the emotional intelligence of the leader is of growing interest in modern organizations.From a strategic perspective, the process of how the emotional intelligence of a leader contributes to competitive advantage for an organization is unclear.Based on the resource‐based view of the firm, this paper introduces a framework that links emotional intelligence to competitive advantage. Essentially, it is argued that emotional intelligence leads indirectly to competitive advantage by influencing the leadership capability necessary for implementing effective strategic change.In the current volatile business environment, it is argued that organizations possessing emotionally intelligent leaders will be more likely to obtain competitive advantage. This paper considers a class of term structure models that is a parameterisation of the Shirakawa (1991) extension of the Heath, Jarrow and Morton (1992) model to the case of jump-diffusions. We consider specific forward rate volatility structures that incorporate state dependent Wiener volatility functions and time dependent Poisson volatility functions. Within this framework, we discuss the Markovianisation issue, and obtain the corresponding affine term structure of interest rates. As a result we are able to obtain a broad tractable class of jump-diffusion term structure models. We relate our approach to the existing class of jump-diffusion term structure models whose starting point is a jump-diffusion process for the spot rate. In particular we obtain natural jump-diffusion versions of the Hull and White (1990, 1994) one-factor and two-factor models and the Ritchken and Sankarasubramanian (1995) model within the HJM framework. We also give some numerical simulations to gauge the effect of the jump-component on yield curves and the implications of various volatility specifications for the spot rate distributions.

In the Australian Medicare system, general practitioners (GPs) are paid on a fee-for-service basis. A practitioner can choose to bill the government directly (termed bulk billing) and receive 85% of a regulated fee as full payment. Bulk billed consultations are free to the patient. However, GPs are free to charge above the regulated fee. The patient can then claim a rebate from the government but only the equivalent of 85% of the regulated Medicare fee. Such copayments for GP consultations cannot be covered by private health insurance. In the ten years following the introduction of Medicare in 1984, the bulk billing rate for GP consultations steadily increased to 84%. Since then the rate has fallen to below 68%. In April 2003 the Minister for Health announced a reform package under the title A Fairer Medicare which aimed, among other things, to increase the availability of bulk billing for some patients. A key feature of the proposal involved changes to the way that GPs are reimbursed. Following political opposition that would have prevented it passing both houses of the federal parliament, a revised version, MedicarePlus, was released in November 2003. This paper describes the factors influencing a GP's choice to bulk bill and examines the two proposals, in this context.

This paper analyses a recent proposal of the Australian Government to reform the existing Medicare system. It develops models of the physicians behaviour and of a households demand for medical insurance under the proposed system, and then proceeds to characterise the equilibrium under the new proposals. It argues that those most likely to be made worse off are low income households with children, though a full evaluation of the effects of the proposal requires it to be analysed in a public finance framework.

A publication titled Measuring the Non-Observed Economy: A Handbook, was released in 2002. It was jointly authored by Organisation for Economic Cooperation and Development (OECD), the International Monetary Fund, the International Labour Organisation and the Commonwealth of Independent States and was produced for the benefit of both producers and users of the national accounts. The Handbook's key aim is to identify and promote best statistical practice so as to ensure estimates of GDP and its components are as exhaustive as possible within the boundary of economic production as prescribed in the System of National Accounts 1993. The Handbook provides an internationally developed framework against which countries can review their current treatment of unobserved transactions in the national accounts.
